Bob Tillman for Park Forest Water District Board
Bob grew up in Park Forest Estates, moving there in 1962. After graduating from Air Academy High School, he earned a degree in accounting from University of Denver and practiced accounting for several years in Colorado Springs. Following his passion for flying, he joined the Navy and served as a Navy pilot for 7 years and then flew for Delta Air Lines, retiring in 2019. Bob returned to Park Forest in 1991.
Bob has served on the Water District board since 2020 and considers it a privilege to serve the Park Forest community. If elected, he plans to focus on improving the infrastructure and water quality. He believes in working collaboratively to solve complex challenges and is committed to transparency and fiscal responsibility in all water district operations.
Deborah Richardson:
Debra Richardson has been proud to call Black Forest home since 1973; she has lived in Park Forest Estates since 1992. The community means a great deal to her; she is passionate about contributing to its continued success and well-being.
After 30 years of employment with the State of Colorado, during which she earned a Master's degree in Psychology, she finally retired. Currently, she can be found spending quality time with family and friends, practicing pilates, fly fishing, or spending quality time with her beloved dogs. She believes a balanced life brings energy and clarity to everything she does.
She brings a fresh perspective, a positive outlook, and a commitment to creative outside-the-box thinking. Her approach is always grounded in fairness, equity, and a mindful understanding of the community's diverse needs. She holds herself to a high standard of responsibility and is confident in her ability to assist in guiding the district forward.
If elected to the board, her goals include continuing to build on the strong foundation already in place while introducing innovative ideas that benefit all residents. Priorities include establishing an emergency funding reserve, improving existing infrastructure and, maintaining a tiered water usage structure, additionally exploring sustainable solutions that encourage responsible growth within the district.
She believes in fostering transparency, collaboration, and practical planning that serves both current and future needs. She is excited about the opportunity to bring her experience, creativity, and passion to the board and looks forward to the chance to serve the community with integrity and dedication.
Jolie Owen:
Jolie Owen (719-495-9338 | jolieowen@hotmail.com) is a second generation native to Colorado Springs, CO. With the last 30 years residing in the Black Forest Park Forest Estate consuming and using the water provided by PFWD. Over the years, Jolie has attended the Water Board meetings, but in the last 6 months Jolie has attended reliably. Attempting to become educated about the business side of PFWD, what might be driving the yearly rate increases, and poor quality of water experienced by many over the years.
Jolie believes that a Water Board member should be responsible for providing effective leadership, open and timely communication with the community, and business should be accomplished with transparency and not impeded due to personality. As well welcome feedback and input from the community and utility staff without delay. There is no way to achieve everything a water system wants with a limited budget; however, there is a way to properly manage planning to leverage maximum benefit to the utility within available funding. While providing a sustainable price for quality of service.
The PFWD Board could benefit greatly from new insight, new energy, new solutions for reliable water quality, infrastructure regeneration, and a more achievable finance position.
Vote Jolie Owen, a PFWD customer for 30 years. A customer who is willing to pay a sustainable price for water to enable the system to provide quality service over the long term.
Tim Connelly:
Tim Connelly for Park Forest Water District Board Member
I have lived in Park Forest Estates since 1991. I am a state-registered landscape architect and have owned and operated a detailed-oriented landscape construction company since 1982. Serving on the water board since 2014, I have learned how this water district needs to be run and have provided a diplomatic voice in its operations, security and stability for the future. I've served as secretary for the past eight years and am interested in continuing my position with the current dedicated members to help make responsible decisions toward proper stewardship and protection of our valuable resource.
Craig Jasper:
Hello, my name is Craig Jasper, and I am seeking a position on the Board of Directors for the Park Forest Water District.
My wife and I have been part of the Park Forest community for seven years, following our time as residents of Gleneagle. I am a retired Air Force Pilot with over three decades of service, and we currently own a Financial Services company.
My commitment to community service is evident in my previous experience on the Board of Directors for the Gleneagle Home Owners Association. A key achievement during my tenure was overseeing the sale of the Gleneagle Golf Course and the successful transfer of 140 acres of open space to the HOA. This ensured the preservation of significant recreational land for the benefit of Gleneagle residents, preventing extensive development.
As a resident of Park Forest, I am deeply invested in the future of our water district. My priorities are:
- Securing a reliable and safe water supply for Park Forest residents for the next 50 years and beyond.
- Working diligently to maintain stable water rates for our community.
- Developing a proactive long-term strategy for the maintenance and necessary upgrades to our aging water infrastructure.
Outside of my professional life, I enjoy downhill skiing (Beaver Creek is a favorite!) and exploring the natural beauty of Colorado.
I would be honored to serve you on the Park Forest Water District Board and respectfully ask for your vote in the upcoming election.
